FEL 1: Visualization
In this engineering stage it is briefly analyzed whether an opportunity for technical or economic improvement can be transformed into a potential project. The degree of preparation of the job at this stage entails a minimum percentage of effort related to the total of the finished project. Likewise, it is with the level of definition of the project, which will reach in this phase only a small advance on a final picture of a completed project.

"Conceptual Engineering" answers the question: "What are the options to achieve the objectives of the project?" As a result of this study, the best proposed alternative will be selected from the technical and economic point of view, which can continue to be developed with a greater degree of detail in FEL3. The preparation effort of this stage is 2 to 4 % and the level of definition of the project ranges from 1 to 15 %.

Detail Engineering
In the detail engineering phase, the set of documents prepared in basic engineering is complemented and a project execution plan is developed that compromises the funds and obtains the financing required for the execution of the remaining phases of the project.
Additional activities that have a high impact on the detailed definition of project scope are executed, such as material and assembly computations, increasing the accuracy of the estimation of costs and deadlines. In this stage there is clear progress in the design of all equipment, optimization of equipment implementation, constructibility analysis, design of services, control room, electrical substation, and other facilities involved.
The costs and deadlines of delivery of critical or long -term equipment are determined at this stage.
The resulting cost estimate associated with the project is class 2, defined according to AACE No. 18R-97, with the objective of requesting the approval of the project. Those elaborated from this phase should allow preparing a firm offer for an EPC contract without the need for additional design.
